I was wondering if the "Paris Visite" metro travel pass can be purchased at locations such as the TIs (such as the CDG TI) or at Tabacs around Paris, rather than in the Metro Stations?

Yes but it is a terrible product that is almost always not worth buying. Unless you are staying for free with an uncle in zone 4 or 5 and commuting to Paris every day, it will be the most expensive way to pay for transport. Get a Navigo Decouverte if your dates. match (it runs Mon-Sun of one week) or get carnet of 10 ordinary metro/bus tickets if the dates don't work.
