Can rental Vernon to Tours?

I'm interested in renting a car in April. Our thoughts are to take the train to Vernon, visit Giverney, pick up a car, drive through northern France for the next four days and then drop off car at Tours railway station where we'd catch high speed train back to Paris. My questions are:

1) Do I book the car through Kayak or AutoEurope or such? (Never done AutoEurope so not sure about fees or things I may not be aware of) Will the price be as stated on website or is it different once you drop off (such as extra fees or something)?

2) Does anyone see an issue that I may not be aware of with what I've outlined above?

3) Is it easier to rent a car out of Rouen instead of Vernon? I know it's cheaper, but then we won't be able to stop at Les Andelys which we were hoping to do.

Vernon is small, so I'm not sure about getting a rental car there. Probably better to pick it up in Rouen. I've always picked up my car from CDG and have found it pretty easy to get to my next destination from there, and have always been able to get the car I wanted, eg. an automatic, which are scarce in Europe. I've always booked through AutoEurope, which is a broker based in the US. They have always placed me with EuropeCar, which has offices all over France. There is no charge for dropping the car at a different location in France. There is a surcharge when getting the car at CDG, but worth the convenience and probably no more than train tickets. Sounds like a nice trip.

Auto Europe made an effort a few years ago to put their car rental agreements in simple language, with separate lists of what's covered and what's not. You can get all this detail when you request a price quote; need not enter credit card info. I can't imagine any rental company being more clear than they are.
