Can i order a café gourmand in Nice or the other towns in the Riviera? I’d love to try this on our trip this summer. Thanks.

Of course, you can have a café gourmand in every town in France in some restaurants or cafés (not all).
If there is a café gourmand, it's indicated in the dessert section of the menu and offered as an alternative to dessert since it's an assortment of mini-desserts, (crème brulée, chocolate cake, etc) served with a coffee.

I don't know about the Riviera, but the best cafe gourmand I've ever had was in Bayonne.
