yikes I changed my train to come in earlier in the day and now I see the rental office is closed mid day..does anyone know if this is correct and can I get my car if I precheck in or do I have to wait until 2 p.m. to get the car???

If the official website says it's closed during midday hours (like 12:00-14:00), you should believe it.
This is pretty common across a large number of non-airport car rental places in France (among other types of businesses) and I would not expect anyone to be able to help you until the office officially re-opens.

If it says they're closed for lunch, they're closed for lunch. Lots of small businesses close for lunch where I live, and the "siesta" is a deeply engrained in places all around the world.
You might get lucky and find someone who's skipping lunch who is willing to help you (just a guess, but seems unlikely to me) but I certainly wouldn't count on it. Plan accordingly.
