We will be staying at an Airbnb near Gare Paris-St Lazare in October. Does anyone have recommendations for decent, but budget places to eat in the 8th or 9th districts? We prefer places where you could get a set meal or entree for 20 euro or less. Thank you.

I don't know of any budget restaurants on the 8th or 9th, because we stayed in the 5th (Latin Quarter), & could give you some names in that area, however, you may find this website helpful as it lists various restaurants in all the arrondissements: http://parisbymouth.com/

I don't know any places where you can get dinner for 20 euros or less but you could maybe get a lunch at Les Bacchantes on Rue Caumartin or Bourgogne Sud on Rue de Clichy. There is also a Bakery Landemaine on Rue de Clichy that is very good.
You're in a pretty high rent district with not a lot of choices, but if you don't mind walking down smaller side streets, you'll have much better luck with your budget.
You don't have to order entree-plat-dessert, which will cost an average of 35 EU in that neighborhood. Just order the "plat", which will cost anywhere from 15 - 20 EU. Tap water is free, just ask for "un carafe d'eau".
