I find the reviews on booking.com very helpful in selecting hotels. You can use the price filter to limit the results. Unfortunately, I don't think there's an arrondissement filter.

I haven't been to Paris recently, so I have no personal experience in that city to offer.

What is the budget in euros? Without knowing your budget, I suggest Hotel Excelsior Latin, Hotel Diana, Hotel Saint-Jacques, Hotel Agora Saint Germain, and Résidence Henri IV.

Use the map feature on Booking.com . Set a price filter. Then browse and read the reviews. Book one in your price range that has free cancellation and keep careful track of the deadline to cancel before you are locked in - usually a few days before check-in but it varies by hotel, so read the policy carefully.

Then, a week or so before check-in, browse again and see if you can find something cheaper or even your original hotel at a better price. You might find some surprising deals at the last minute, sometimes on the hotel's own website. I that did last May. I stayed at two hotels in the 5th: the Hôtel Cujas Panthéon and the Hôtel Europe St Severin (one night each - could have gotten one or the other for two nights but waited too long, like until the day before check-in to book). Each was 80 Euros a night for one person - and if you look at each of those properties on Booking.com now you'll probably see much higher prices, especially for the St Severin.

I actually liked the Hôtel Cujas Panthéon a tad better than the St Severin, though the St Severin was in a slightly better location near lots of tourist restaurants and the Notre Dame. On the other hand, the Jardin du Luxembourg is one of my favorite spots in Paris, and Cujas Panthéon is almost across the street from it. Needless to say, I visited the garden several times while I was there over a few days, just because it was so close. But both are amazing deals if you can get them at the prices I did.

Hotel des Grandes Ecoles is charming, with friendly & helpful staff and a delicious breakfast. They book up months in advance. Nearest metro stop is Cardinal Lemoine. Walking distance to lots of small affordable restaurants (especially La Contrescarpe brasserie and Le Volcan white-tablecloth restaurant) as well as all the Latin Quarter points of interest.

The only drawback is I understand they don't have air conditioning so in June if you are staying on an upper floor your room may be hot.

I regret that the RS guidebook eliminated the Latin Quarter from their hotel listings beginning with the 2015 edition. We lucked out by buying the 2014 edition, where we discovered this hotel.

We also liked the Hotel des Grandes Ecoles, which would definitely meet your "charming" and "interesting" standards. Nice location with a lovely interior garden. It's pretty small too, though there are smaller ones. I wouldn't call it a "budget hotel" but that really depends on your budget. We stayed there in September and didn't miss the air conditioning, though a month before we definitely would have. June might be OK on that score.

In the 5th arrondissement, I suggest this hotel, with free breakfast and wi-fi:
hotel-saintandredesarts.fr/en/
No air-conditioning, though.

Or the Grand Hotel Malher, in the 4th arrondissement, which does have twin beds for around
205 EU and has air-conditioning. It is a family-run hotel.
