If you are planning a stay around May 1, May 8, or May 21, which are all public holidays, you should book early.
Otherwise, the hotel scene in Biarritz isn't great, with a lot of ageing establishments. From frequent trips of my family members to the area: Hotel Alcyon is quite good in the lower-mid range; Hotel Windsor is very good in the upper range; conversely my parents were quite disappointed at the Hotel Mercure Plaza 2 years ago - maybe the rooms have been refurbished since.
