I am traveling to Cahors and plan to pick up a rental car. I'd like not to rent a car at CDG but travel to a smaller city to do so. Ideally we'd like to travel by TGV pick up a rental car somewhere closer to Cahors. Another option would be to fly in to Toulouse, pick a car there and drive to Cahors. Any ideas of which option is best. And which city to take the TGV to? Thanks.

Depending on what day you can get a TGV at 11:11 from Paris Montparnasse train station to MONTAUBAN VILLE BOURBON. There is a car rental at that station.
It is hard to say without knowing what time and day your flight arrives.

Avis and Hertz have small locations in Cahors, so you could just take the train from Paris Austerlitz to Cahors if you are staying there the first night (but not if you don't, because car rental locations might be closed by the time you get there). The train takes 5.5 hours but is fairly scenic in the second half, and very cheap.
Or TGV to Montauban as suggested above.
And do look at car rental options at Toulouse airport, it might be cheaper thanks to increased competition.
