My wife and I will be in Paris for an anniversary trip from Dec 28 to Jan 1. We need to get to Rouen Jan 1, returning to Paris on Jan 4. What is the best way and will we be charged extra for luggage?

There is no luggage allowance limit on that train route you just have to be able to handle it getting on and off train.
Second the train unless you need a car while you are in Rouen.
I took the train, and then a taxi from the train station to my hotel at Rouen. I stayed at the Mercure Hotel around the corner from the cathedral and would recommend it both for the room & the excellent breakfast.
There is approximately one train an hour from St-Lazare station. As cheap as 10 euros second class; ride is about 90 minutes. Tickets, with seat selection, available now.
I started a loop with a train from Paris to Rouen, then rented a car in Rouen. The train doesn't charge for luggage but I'm concerned about how much luggage you're bringing? You need to be able to get on and off the train with your bags.
The train is an easy ride, much better than navigating Paris traffic. If you're just staying in Rouen, you won't need a car. If you want to see other sights in Normandie, you can pick up your car in Rouen.

I have a more specific question now that I’m checking on making reservations using the oui.sncf app.
Booking two senior tickets from Paris to Rouen on Jan 1, I see DIRECT TER and DIRECT TRAIN NOMAD available at multiple times during the day.
TER has 2nd class at 24.10 each and 1st class at 36.10 each. Both are non-refundable and non-exchangeable.
NOMAD has cheaper and less restrictive options: 2nd class 11.50 each and 1st class 15.50 each, with both being exchangeable. And there is an option for 2nd class (modifiable free of charge) for 24.10 each.
QUESTIONS: What is the difference between Nomad and TER? Is TER much better to justify the higher, more restrictive fare?
In light of the current rail strikes, what do you recommend?
