Train is going to be the most economical and easy way to get there.
You will go from Gare Saint-Lazare to Gare de Rouen Rive Droite

I second Alexander’s advise, in case you have no plans visiting something in between the train remains the best way.

It is a straight shot Paris to Rouen by train and the train station in Rouen is an easy stroll from the historic center. We did it as a day trip easily.
