I will be traveling from Rouen by train to Gare St. Lazare for my flight back to the US, and wondering the best way to get a taxi to the airport from Gare Sr. Lazare. Is there an app to hail a cab? Should I request the use of the meter to the airport (isn't it a flat rate?).

There are taxis outside the station. It's a flat rate to CDG.
Just so you know, the flat rate for this trip is currently 55€. Also be sure to get a taxi from the official line. Ignore anyone who approaches you asking if you need a taxi.
JHK is totally right about the official taxis outside the Paris train station. Just recently waiting in the official line one of the unofficial cabbies came up to me and starting pulling at my elbow saying "I take you, no wait in line" very aggressive. Don't do it by any means. There were security guards there and they moved him away, just be cautious.
Just a word of caution…. Some people strongly recommend spending the night in your departure city before a long haul flight.
Agree with indyhiker about spending last night in departure city. The past several years or so, it seems there are more and more travel disruptions. If you decide to spend the last night in Paris, the hotel can arrange for a taxi for you. Or you could go directly to an airport hotel and stay there.
I'd come in from Rouen the night before and head for an airport hotel after dinner. check in late and be there at the airport for a leisurely breakfast and your flight -- hyou need to be at check in 3 hours before a flight to the US .
Maybe the OP is arriving the day or evening before and going to a CDG hotel. The question was about taxi line and the rate.

Paris By Train is a useful site for understanding the system. It includes some station maps and sometimes, photos to help you feel more comfortable.
If the OP wants to disregard my caution because it doesn’t apply to him, that’s fine. But these threads are read by more than just the OP. If someone learns that it’s well advised to be in your departure city the night before an important flight, then I think that’s great. I think that is what Bets was trying to steer people towards. i.e., answering the question rather than trying to be the nanny-police on what the OP should be doing instead. The OP's question was on how best to get a taxi to CDG.
