I am returning an AVIS rental car to the Colmar train station, it looks like the car should be returned to (parked) in the Bleylé Parking Garage just south of the main terminal, can anyone confirm this? There is nothing about this on the AVIS website.

That is correct. The parking garage is right by the train station. Looking at Google maps street view, the garage entrance is on Pl de la Gare. Painted on one wall is an Avis, Niveau 5 with an arrow pointing into the garage.
Separately, if you’re staying in Colmar the stop for the free electric shuttle bus that makes a circuit around town is across the street from the garage entrance. It’s called the navette.
