I'm having trouble finding a Avignon based tour company that can accommodate a party of 9.
It seems that all the companies use vans that have a maximum capacity of 8.
We'd like a basic tour including Pont du Gard, Les Baux de Provence, and Arles.
Is anybody aware of a company that offers tours in larger vans?

I don't know about a company. But you might consider reaching out to a private guide who may be able to also arrange a larger vehicle and driver for your hire. In the area last summer we had great tours with the following private guides. We were 8. But we got ourselves to the locations ourselves in our own rental cars.

These were both arranged through Julie Mautner who runs a travel planning company out of St Remy. ProvencePostTravel.com. She may have other suggestions. But do book early. I wanted for August/September. started searching in February. And every guide she works with was booked up through all of August already by then.
Check out Provence Panorama. We used them for 2 small-group tours, and they were very easy to work with.

The problem with a party of 9 is that the driver will have to have a commercial bus drivers licence. (And a bus)
Bus drivers are in short supply at the moment, so I'd be surprised if any are available
