Arc de Triomphe "luggage"

On the Arc de Triomphe site they say that there is "no luggage" then there is a picture of something I can't identify. I'm assuming this refers to larger items like aircraft carry on luggage or, heaven forbid, a full size piece of luggage. Can I presume a small backpack or an unobtrusive bag over your arm would be okay to take in?

The picture is a backpack, with no real way to judge size, but I'd say it's carry-on luggage size or larger. The accompanying text says, "Suitcases, pushchairs, scooters, bicycles and other means of transport are prohibited." It really doesn't say no small bags or purses. (But I haven't actually been there in quite a while.)

I had a smaller size purse with me when we visited in June 2018. Having it with me caused no issues at all. I’m pretty sure a lot of people had purses and the small backpack style purses with them up at the top.

A trick my husband and I discovered years ago when we used a day pack from time to time was that if I wore it over one shoulder, it got viewed as a purse and we had no problems and if he wore it, we often had to check it or couldn't enter. There is more tolerance for women's purses than backpacks. when we day trip now, we often carry a messenger bag for the extra sweater, umbrellas etc and. so I always carry it when we go into a museum or exhibit.
