We will be taking our 2 girls to Paris this November for their second trip. I’d love to have a local guide for a walking, food , museum tour, or cooking class but €500 is out of our budget. Any suggestions at a reasonable price, like €250 or less. We are happy to join a group tour, prefer small and must be kid friendly/welcoming.

Why not just the Rick Steves tour out of the guidebook? Not a cooking class certainly but affordable. We only use the "free tours" which are tip-based, and usually quite fun. Perhaps one of those might work.
For an organized group tour look at Paris Walks. They offer a chocolate & pastry tour. Or consider putting together your own "tour" of several patisseries and chocolate shops.
Galeries Lafayette offers a French Macaron Baking Class for kids as young as 5.
Several museums offer family oriented tours. For example, the Louvre offers a 90 minute group tour for families.
