Asking for a friend - My friend has 7 hours in CDG airport between transit. Will he be able to visit Eiffel tour and be back for his flight on time? If yes, Uber or Train? which is the best/quickest way to go and come back?

By "visit the Eiffel Tower", does he mean go up in it or just look at it from the ground? If he wants to go up, better get a timed entry ticket 60 days ahead of the planned visit.
Which '7 hours' of the day is it?
Where is the origin and destination of the flights? Has a lot to do with how much 'border control' processing time to be factored in.
@joe32F - He is travelling from Seattle to India and has a 7 hours layover in CDG airport. He wont be going up the lift to the top of the tower, but be in the grounds/parks below the tower.
As I see it, ( add grain of salt here) he needs to be at CDG 3 hrs prior to departure for India. Minimum time from CDG to E Tower is an hour each way. Probably should expect at least an hour from landing get to exit door. That makes 6 hours. Add waiting time for transportation to & from and my best case scenario has him riding a taxi in a loop trip.
7 hours sounds like a long time but when all the nitty-gritty gets in the gears it isn't.
If his flight class does not include lounge access, I would suggest buying a day pass, get a shower, change clothes and enjoy some wine.

I think it is in the realm of possibility, provided his luggage is checked through to India and he has his boarding pass in hand, and his plane lands on time and he can get though Schengen immigration in a timely manner. 3 hours before departure can be shortened as he already has a boarding pass so just needs to get through Schengen exit formalities and security.
Is your friend flying on a US passport?
