18th and 19th Arrondissements

Hello, Bonjour,
I was watching Paris videos on YouTube researching my upcoming trip( I research on this forum, Fodors, as well as reading travel books and blogs, but I also like You Tube for up to date and current rec's) and came across some travelers from Ireland walking around the 18th and 19th arrondissements and there were no people speaking French at all and no French stores or Cafes....are these videos a real depiction of these arrondissements? it seemed bizarre to me not one person spoke French. Not trying to turn this into a political debate please.

There are plenty of places in the 18th and 19th with French stores and cafes and people speaking French. I have no idea if the videos you have seen are real depictions of anything. Of all the videos that you have seen of the 18th and 18th, what percentage had no French stores or cafes and no one speaking French?
