On a recent Rick Steves tour, we stayed at Hotel Les Basses Pyrenees in Bayonne. It’s a 15-20 minute walk from the train station.

We stayed at Baionakoa Residence and really liked it.
Since you don´t have a car the only drawback is the lack of an elevator.

Bayonne is much nicer than Biarritz - smaller, with a lovely old centre.
