I am looking to stay in Nice in mid october in a hotel with a balcony view of the sea. Hotel Albert 1er has some very mixed reviews. any first hand experience with it or others?

Just an idea: why not try an apartment? We had an apartment right on Promenade des Anglais with balcony (with table and chairs for six), palm trees and sea view. It was the least costly of all our accommodations during 6 weeks of travel. Our apartment had three bedrooms and you may not need as many. We booked through VRBO, as we had several times before, with no problems, in beautiful, clean apartments for less than the two hotel rooms we would have needed. On VRBO site you can request the listing by number of bedrooms, so select what works for you to show at the top of a long list of possibilities.

I've stayed at Hotel Suisse. Very nice and it has rooms with balconies and sea views.
