hotelneworient.com Hotel New Orient, edge of 8th arrondisement. Charming, and nice staff. Convenient to public transportation.
Hotel St Pierre , excellent location in the 6th but just in border of the 5th ! Quiet street just off main drag , walk to many sights and close to many metro and bus lines and stations . Rooms are small but clean , no frills at all .
Hotel Diana , also excellent location and a bit nicer than the St Pierre .
Hotel Eugenie , location fees tstaff nice .

More specifics needed -- what price range (in Euros) do you see as "budget or moderate" ? How many people ? For some, this range would be up to €120 per night, for others it might be below €350... or more.
FYI, Paris is expensive.
Pat's recs are excellent. I'm very familiar with Hotel Diana and for a budget hotel, in one of the best and most cental neighborhoods, it's a great deal.
Also check out Hotel Jeanne d'Arc in the Marais.
Booking.com is a good way to find a hotel meeting your criteria.
I don't think Paris is expensive. Compared to London, Rome, Venice, San Francisco, NYC, Chicago, I think it's quite inexpensive. Good hotels and good food are way cheaper than the above cities
And that's why "budget to moderate" is a highly subjective term ...
Can I also suggest Hotel Jeanne d'Arc in the Marais,
What's moderate is subjective and , booking and paying early can provide
a better hotel for your $.
Larger room with breakfast prepaid was around $160 USD per night.
