We have tickets to fly into Helsinki on Aug 31st and stay 2 nights in Helsinki before traveling on to Nice France. We are all fully vaccinated US citizens with proof of shots. I was reading on the US Embassy in Finland website to make sure that this will all be ok. It is a little confusing. I wonder if anyone can confirm that this will be ok and if there is anything special that we will need to do to leave Finland to fly onto France. Of course all of this can change at anytime, but I am wondering how it looks right now. TIA
At the moment, this will not be ok. With the current rules, Finland does not allow Americans to enter unless they have a good reason, such a work.
It is definitely confusing. The Finnish Embassy site says you are not permitted but it has a link to the Border Guard site that states, ” As of 26 July 2021, persons from all countries are granted entry to Finland, provided that they can present a certificate for having received a full vaccine series of a valid covid-19 vaccine prior to arrival (no less than 14 days from the last dose).”

The Finnair site also states fully vaccinated travelers can enter after July 26

You might try checking back on the Embassy website after July 26th.
Then maybe rules are set to change. Which is not unlikely, the Finnish rules during the pandemic has varied a lot and sometimes been extremly strict.
Thank you all for your replies. Due to all of the uncertainty and conflicting information that I have found, we have decided to skip Finland this time around and fly directly to France instead. Thank you for your replies and help. Happy Travels!
