We are looking for less expensive place to stay during our trip to Tallin, Estonia. There will be 8 of us so a large group needing 4 rooms for 10 days. We want to be in Tallin proper.

Several years back we stayed in Villa Hortensia, a "less expensive" place listed in the RS Scandinavia guidebook. The location is great, the price was right, and our room actually had a small kitchen. Your father-in-law may not like it--there was no breakfast provided.
