Is there a train that runs from the Tallinn airport to the Tallinn train station?

No there isn't. There is a railway station close to the airport (Ülemiste), but it is a 10-15 minute walk from the terminal.
There is however a tram line that connects the airport to Ülemiste station and, with one change, to the central station.

The tram line to the airport is currently not in service until the end of 2025 due to construction work for the Rail Baltica terminal station which will be at the airport. Use bus lines 49 or 65 for the transfer.
