I have a friend who lives in Riga, Latvia. How can I find out if it is possible for me, fully vaccinated, to travel there?
According to the IATA website, you cannot currently visit Latvia as a tourist if you're American. If you have an EU passport, that makes a big difference.

Although I believe that information to be accurate (I hope to get to Latvia myself later this year), I would not depend solely on that website. The official information source would be the government of Latvia, so you could try to find the information you need on the website of the Latvian Embassy (or Consulate) in the US.
Wouldn’t your friend have updated information about what’s going on?

Thank you for the links. I called the Latvian embassy and was able to leave a message. The iata site was pretty old and did not seem like it would be very useful. Then I emailed my questions to the American and Latvian consulates, I look forward to their responses and I will update the forum with the information, thanks again for your help and consideration.
This is the response I got from Latvia concerning travel to there from the U.S.
"There are restrictions for third country persons to visit Latvia for non-essential reasons at the moment.
We recommend following the EU-approved list of epidemiologically safe countries."
