Decided to add Estonia to plans, but don't have a guidebook for the area. Stretching my budget to do this, so really need guidance on clean, safe (& pleasant) less than expensive places (for a mature lady) to stay.
What do the rest of the plans look like? And are you looking for somewhere in Tallinn to stay? If so you can stay in the old town, that is certainly nice but can be a bit on the pricier side. So just outside the old town is not a bad option. If you're staying on the eastern side you'll also be within walking distance from the port.
This past April we stayed at MyApt Kotka in Tallinn, booked it through booking.com. It is in the Kristine mall area and we walked about 4 blocks from the bus/tram stop by the Kristine mall to get to the apartment building. I checked it on booking just now for August 1-5 for 1 person and it was $254 dollars for the 4 nights. The apartment has a washer and drying rack, a small kitchenette area and was clean, quiet and had an elevator. From Kristine mall we took tram # 3 to the Old Town area, about 20 minutes; there are also 2 buses but I do not remember their numbers. We bought a 4 day transportation pass inside the mall at a small convenience store that the office at the apartment told us about. The mall has a large grocery store in the back, bakery, several restaurants and typical mall stores.
I recommend visiting the Old Town area, Kadriorg area and Telliskivi Creative City and the TI to get a transit map. In Creative City there were a number of small carryout/ outside dining places, mainly ethnic, with decent prices. We walked to it from the apartment and it took around a half hour there. Looking at the shops in the buildings was interesting and generally prices in the Creative City were reasonable.
If you are perhaps visiting Riga I recommend Riga Islande hotel. The hotel had a very nice breakfast buffet which was included in the price. In April the price for 4 nights was 176 euros for 2 people. The only issue for you might be the mile long walk across the bridge to get to the Riga Old Town area. We did not buy a transportation pass for Riga, but the hotel was close to bus stops.
In 2016, I stayed at the Hotel Imperial, which is close to the train station (though I did not arrive by train or use the train station) and 15-20 minutes walk from the ferry terminal. (I arrived by bus at the other side of town and took a tram around to the train station and walked to the hotel.) It's right at the edge of the old town, which is small and very walkable. It's also by the upper town - you can climb up to it via some steps and get breathtaking views of town.
I'd stay at the Hotel Imperial again if the price was right - it must have been not too expensive when I stayed. If going back now, I'd look at prices on a map on Booking dot com, knowing that the Hotel Imperial was in a decent spot, but I would would be OK staying somewhere else on the edge of the old town or inside of it.

AK, yes, I see that now. I found the Trip Advisor review page by Googling for it, but in the search results, Google says it has permanently closed. Last review was from just before Covid; maybe it closed then and never re-opened.
In any case, you can still find the hotel on a Google map as a reference for the location, which I thought was good, if there are other hotels nearby.
Park Inn by Radisson Meriton. Its next to the Old Town and has a spa as well.
