Estonia and Latvia - mosquitos and/or biting flies

I plan to visit Estonia and Latvia next year and will be in both cities and national parks. Am I more likely to see lots of mosquitos and/or biting flies in the parks in late June/early July or early September?

I visited Tallinn last year in the second week of Sept and did not notice any kind of bothersome bugs at all, and I did a couple of day trips outside the city to Lahemaa National Park, including a very long walk through the bogs and time along the Baltic shore, and other nature walks in Haapsalu. Although you didn't ask, I highly recommend using EstAdventures for any walking tours or day trips, lovely guides and with just 4 people per group you get very personal attention.
