I usually rent cars in Europe for weeks at a time. In the Baltic countries, though, we are mainly traveling by bus or train this spring. We would like to rent a car for one or probably two days while in Riga for
day trips. Is it okay to wait till there and rent or is it preferably and advisable to book something ahead of time. I don’t even know what car rental agencies operate in Latvia. Thank you.

Have a look at Bolt Drive. It's a scheme that allows you to rent a new car for as short or long as you want. The cars are dotted all around Riga, all you need is to register on the app and when you've found a car that's suitable you unlock it via the app and drive away. https://bolt.eu/en-gb/drive/
I haven't used it but I did see all the cars around Riga when I was there and they were all new and seemingly well maintained.
