My friends and I are planning a road trip from tallinn to Saaremaa and back in August.
Could anyone suggest a good car rental company we could use?

Use Autoeurope, a broker in Portland, Maine. If you have any problems, they will stand behind you. We have used them for many years all over Europe. They will book you with one of many major rental car companies.

Recently used Styx car rental. They were in the AP and were great.
They require an international drivers license, (which I did not have), but they let me have the car anyway, (at my own risk).
Maybe they wanted the international drivers license because we were driving to Riga, can't remember,
