Has anyone taken a small group tour that covers Estonia, Latvia and Lithuania? I'm having a little trouble finding someone who covers all 3 countries. If so, who did you use and what did you like/dislike about your tour and would you recommend them? Looking for anything with a size of 4-25 people. Thank you!

I liked their Itinerary and small group size. Exodus Adventure Travels generally carries 8 to 16 people on their standard small-group tours. The average tour size usually ranges from 10 to 12 travelers
Edited to add: I’m flying to Helsinki pretour and spending a few days there independently before taking the ferry across to Tallin. Right now you can fly FinnAir using a special Alaska Airlines promotion for just 15,000 point one way.
I took a very good tour with Gate 1 called “13 Day Baltic Discovery” last summer. This is one of their “small group” tours, limited to 22 or fewer people. They have other Baltic tours, but the size of these groups are potentially much larger (up to 40).
Overseas Adventure Travel (OAT) also offers a Baltic tours called “The Baltic Capitals” that runs for 16 days. Their groups are limited to 16 travelers. I picked this trip as it went where I wanted without having to bother with public transport away from the main cities. There were 14 of us mainly Brits with myself and a Aussie. Age range from 50-70s. Mix of couples, friends travelling together and solos. We all got on very well. Small coach, hotels were great. No meals included apart from breakfast but we went for a few as a group and at night I most often ate with 4-8 of the group. WhatsApp made it easy to organise with messages saying someone was going to this restaurant and needed to confirm booking if anyone else wanted to join. Guide was great supplemented by local guides in some areas. Lots of free time to do your own thing. I stayed in Tallin for 5 nights before the tour started.
