We are trying to squeeze a visit in to Windsor on our upcoming trip. Knowing that Windsor is close to the airport, is it feasible to do Windsor at 9:30 and have time to meet our 4:00 pm flight?

Work backwards from your flight. Arrive at the airport 3 hrs in advance. (1:00pm) give yourself a one hour safety cushion for Windsor to Heathrow (12). That gives you 2.5 hours to enjoy Windsor. What will you do with your luggage?

Bear in mind also that Windsor Castle does not open until 10am, and is not open at all on Tuesday and Wednesday.

It would definitely be a squeeze and perhaps not enjoyable. Allowing a high of 30 minutes to the airport would require that you depart Windsor at 12:30.
Castle opens at 10:00 but you’ll still need to allow about 10 minutes processing if you pre purchase a ticket. Estimate time to get oriented to the grounds. At that point you would probably have two very rushed hours.
The recommendation for a visit is about two hours.
I cannot address the 3 hour arrival at the airport because I primarily fly into or through London.
