We are arriving in London and will train to the Cotswolds, rent a car for 2 days, then turn it in and continue on the train to go north. Where is the best place for us tp pick up and return the car? I'd like it to be convenient to the train, and not sure if that means picking up/dropping off in different places. We will be staying in Bourton-on-the-Water.

Catch a train to Oxford and rent from there.

We rented our car near Heathrow and then drove to the Cotswolds. We were continuing with the car further north, though, and returned in in York, so I'm not much help with the drop off, but renting near Heathrow was easy and convenient. We made a stop in Windsor and that was delightful.

Does Morton on Marsh have a car rental place or any place closer than Oxford? I was wondering the same thing.

Oxford is the place. Cheltenham in a pinch.
At Oxford the main brands are right at the station. Couldn't be easier.
