Are stores and restaurants closed on this day as well as Christmas Day?
Stores are definitely open.

Food stores may or may not be open. There is an increasing trend for the big food chains such as Tesco, Morrisons, Asda, Aldi etc (since Covid) to also close on Boxing Day- most have not yet announced their hours. The smaller stores in those chains are more likely to be open- but until they announce opening hours store by store nothing can be taken for granted.
Also in central London many of the smaller stores rely on commuter footfall, so are less likely to open on a day when there aren't commuters.
Non food stores will almost certainly be open.
Not every shop will be open. For example John Lewis on Oxford St will not.
OK, if we plan to visit a specific shop we'll check to be sure they are open.
also don't count on using a train

There is a Sunday level service planned on TfL buses & tubes on Boxing Day, with a delayed start after around 7am. No Elizabeth line though.
