We remember visiting Parliament Building many years ago (not when Commons or Lords were seated) without a guide and that it was free. I have found guided tours of 25 as well as audio guides. Is there still a way to tour without a fee? We are not UK residents.

In these days of heightened security, no one is permitted to walk round unaccompanied. UK residents can have free access if pre-arranged with their MP, but foreign nationals must pay for a tour.
Access is possible just to watch a debate, not tour the building, but priority is given to UK residents that have applied for tickets. Others are allowed into the chamber if there are any seats left. PMQs on a Thursday are the busiest time, when you stand no chance of getting in. There are usually shorter queues for the Lords.
