How to get ETIAS to enter England and Netherlands? Do you need to apply every time you enter country?
I think you may be confusing two different systems. As of 2025, the UK will require an ETA, which you apply for and is valid for two years (multiple journeys) it is not a visa, in that it does not guarantee entry. More info here:

The Netherlands is part of the EU ETIAS system. ETIAS will be valid for 3 years, of until passport expiry:

You don't mention your citizenship, but guessing you're a US citizen. Also assuming you don't have UK or EU residency rights through parents/grandparents etc in which case they doesn't apply.
And the ETIAS isn't a visa either. It's specifically for travelers who don't require a visa for tourist travel to the country/ies in question.
It's also equivalent to the U.S. ESTA, which the U.S. has been requiring of Europeans for 16 years now. They are simply implementing a reciprocal requirement.

One note....just because someone has a visa doesn't mean they automatlically get admitted to the country of the visa. If immigration officials think there is an issue, they can deny entry.
Frank II is correct :). Just a note on dates for ETA, many nationalities will require it from 8th January, and they can apply from 27th November. Some nationalities already require it, and it takes effect for EU (plus a few other) passport holders from March. Quite a few exceptions including visa holders, settled status, Right of Abode, dual nationals etc.
Currently the ETIAS scheme for the Netherlands may or may not start in March 2025.
The first phase of the new system- the Entry Exit system is currently in indefinite delay. That can be expected to delay the ETIAS scheme itself starting.
