Probably. But did you mean that you will be in central London, or in the City? Not the same thing. If you're in the City, you'd need to take the tube (likely at least one change) to Paddington for the Heathrow express, or to a point where you connect with the Picadilly line. If you're somewhere in central London, then use the tfl.gov.uk journey planner to see which tube to connect to the Picadilly line, direction Heathrow.
The tube will be cheapest, but not necessarily fastest, depending on time of day.

Paddington train station is just north of the middle of Hyde Park. The Heathrow Express is a 15 minute nonstop ride from there.

my Flt leaves Heathrow at 11 am at T4 , I have not book my hotel yet , but I intend to city in the London city area , someone told me that it is better to book a hotel in the airport a nite before , but if I am willing to leave my hotel say at 7 am , it's enough time right ?

Try to find a hotel near the Piccadilly line in Central London and it will take about one hour to get to Heathrow at 7 AM.
Please understand that there is an area of London known as "The City." This is not all of London but a very small area east of the center. It encompasses most of the financial district. Do you mean that or all of London?
what I meant is that I will be staying in the centre of London, tourist area ( oxford street etc ) in town , I din know that there is a place known as The City in the eastern London

I recommend that you book a hotel at/near Heathrow. I presume you are flying internationally out of T4 so you should try to be at the terminal about 3 hours ahead of time. There are many hotels near Heathrow along with the shuttle bus service has worked well for us on many trips. Less stress on a travel day.
If your plane leaves at 11am, there is no need to spend a night at an airport hotel unless you want to get an extra hour of sleep.
The tube is the least expensive. The fastest depends on where you stay.
I would suggest that you choose a hotel along the Piccadilly line. I stayed at a hotel on Leicester Square on my last trip and it took an hour to get to Heathrow on the tube. I always check in online the day before, so it is just a matter of dropping off my bag.
seohleng, Central London is two historical cities merged into one, hence the naming confusion.
"The city" is the original medieval city, containing The Tower, St. Pauls etc.
Oxford Street, Leicester Square etc. are in the "West End", so called because it is west of the city.
"Westminster" is the government area, south west of the West End, with The Houses of Parliament, Westminster Abbey, Downing Street, government buildings, Buckingham Palace etc. This was originally not part of London.
re: the Heathrow Express: yes, it takes 15-20 minutes... however, I just took the 1:25 PM train on Friday, and the train immediately before it AND the train immediately after it had both been canceled, with no explanation. So the train was VERY crowded, since it was the only HE train departing that hour. Not sure how common that is, but I was relieved I'd left myself a bunch of extra time.
The cost is around $23/ticket if you book online 2 weeks in advance.
Anywhere near the stations on the Piccadilly Line in Zone 1 will place you in the middle of the city with excellent connections to all other tourist spots. These aren’t all the stations on the line but it gives you an idea of journey time from Terminal 4. Add walking time from your hotel onto these estimates.

Google Maps will also cover the issue. The link depends on where you are residing.
Not exactly addressing your question, but, you might want to stay the night before at a Premier Inn at Heathrow. Oddly enough, their rates are very cheap compared to a good deal in London. It might save some stress and money.

u mean by Express bus fr the bus station to Healthrow is only 15 mins travelling time ? how abt traffic jams etc etc
we have big luggages , will there be an issue if i take the Tube as someone told me that there is no elevators in london tube ?

NO the EXPRESS that takes 15 minutes is the Heathrow Express train from Paddington Station to Heathrow.
The National Express Bus takes about an hour and 30 minutes and leaves from Victoria station.
Cheapest the tube. Takes an hour.
Fastest and costliest is the Heathrow Express Train.

The Heathrow Express is a regular, overground, train. It is not part of the London Underground (Tube) system. There's lots of room for luggage in each carriage of the train.
If you are dealing with a lot of big luggage, it may make sense to spend the night before at an airport hotel,rather than rushing early in the morning.
