We plan to visit Hampton Court Palace and Kew Gardens on Sunday, Aug 21. I was planning that we would just buy rail tickets at the station to get to HCP in the morning (our timed tickets are for 10-10:59am), but is that a bad idea due to lingering disruption from the announced Aug 18 and Aug 20 rail strikes? Should we take the underground to Kew or Richmond and uber/taxi from there to HCP?

According to the strike schedule, you should be fine traveling from London Waterloo to Hampton Court Palace on August 21. There are buses taking one hour going from Hampton Court to Kew Gardens so we took an Uber and that took 25 minutes.
You can just use contactless or Oyster to travel to Hampton Court.
Taking the District to Wimbledon and then to Hampton Court on SWR is the quickest and cheapest, since you avoid travelling through Zone 1.
