Curious, somebody asked a similar question recently, but from Gatwick airport: https://community.ricksteves.com/travel-forum/england/gatwick-airport-e9e5fd97-713a-420b-b644-567f0afc1328
This is not a central London location, and only makes sense if you are attending an event at the Excel centre.

Short answer: DLR to Prince Regent DLR Station.
Click here for a zoomable local map: https://www.openstreetmap.org/#map=17/51.50849/0.03343

Long answer:

  • Shuttle bus to Luton Parkway station.
  • Train into London St Pancras
  • Tube (circle line) to Tower Hill
  • Short walk to Tower Gateway Station
  • DLR to Prince Regent

See the tube map here: http://content.tfl.gov.uk/standard-tube-map.pdf
BUT If you are arriving 22:00 (is that landing time?), you won't get out of the airport until 22:30-22:45 earliest. You are risking missing the DLR last train. You may need to get a taxi for the last leg (££££!).

P.S. You posted this twice, you might want to delete the duplicate. The other one is here: https://community.ricksteves.com/travel-forum/england/transportation-from-luton-airport-to-royal-victoria-dock-e527a239-2f84-4f2a-868b-5462aa9748dc

P.P.S.: This is only a few hundred metres from London City Airport. That would have made a lot more sensible airport to fly into.

There are hotels along the Luton access road, there's a Holiday Inn Express and a Hampton by Hilton. I would stay there and deal with the trip to the far east side of London in the morning. Or else stay by St Pancras.
