What is the easiest way to get from LHR to Victoria Station by public transportation?
The Tube (metro).
National Express coaches depart from Heathrow terminals and go to Victoria Station ( the coach station, not the train/tube station, but they are right together).

We did this once and it was nice, and comfortable—-we rode upstairs in the double-decker bus and had a great sightseeing opportunity as we rode through London.
When are you traveling?
Asking because one option is taking the Heathrow Express to Paddington Station, then taking a Circle Line Underground train to Victoria. Heathrow Express is costly. Always best to book at least 2-3 months out to curtail cost.
You can also take the Piccadilly Underground train towards Cockfosters. Exit at Earl’s Court and board a District Line train towards Barking, ride 4 stops and exit at Victoria Station.
If you’ve never been to London and are tired from your flight you might consider a taxi. Splurging a little bit is often worth it.
As noted above you could also take a bus.
One good, and relatively low-cost, option is to take the Underground: Piccadilly line to Green Park and change to the Victoria line. I think I read that recommendation here. Green Park is a station where you can transfer without dealing with stairs (not true of all stations).
I also vote for the National Express coach. I usually stay at a hotel near the coach station so find it very convenient.
No need to buy your ticket ahead, just get it at Heathrow after you land. They will tell you which stall your coach will depart from. The driver will stow your bag underneath and off you go.

I find the City Mapper App extremely useful for public transport in not only London, but most major cities. It is a must have for me.

Pam, we are staying near Victoria Station at the Cherry Court Hotel
Take the Piccadilly line to Hammersmith. Get off, cross the platform which is about 20' wide, and board a District line train to Victoria station. (Make sure the destination says "Upminster" as there are two different District line trains.)
Do not get off at Earls Court. If you do that it will mean taking 2 different elevators to go from the Piccadilly line to the District line or one elevator and one flight of stairs. Going to Green Park and transferring is also a lengthly walk between tube lines. Get off at Hammersmith.
Taking the Heathrow Express is a waste of money and time. It also includes a decent walk between train and tube.

Well, Cherry Court is just a hop and a skip from the Coach station and no need to wade thru the mass of humanity that is around the tube exits!! Googlemaps gives it ~ 900 feet. You take a left when you exit the coach station, cross over the Elizabeth bridge which spans the train tracks leaving Victoria and then hang another left on Hugh Street. This will also be a level walk with no stairs.
Editing to add: The coach Arrivals station is across the street from the coach Departures station which is what is shown on googlemaps. When you arrive you’ll come out of the station right next to the Travellers Tavern on Elizabeth Street.
