if it is one ticket and you do not enter the UK and follow the purple Connections signs (at Heathrow) you do not require an ETA for that connection.

If you need to change airports, such a Heathrow to Stansted or Gatwick for example then you do enter the UK and will require an ETA.

A little more detail about your specific situation will help us help you.

Dublin is in Ireland, not part of the UK, so there usually is no need to enter the UK.

Actually, this is a very unique situation.

When you arrive at Heathrow, you will follow the Flight Connection signs. Depending on which airlines you are flying, you may have to transfer terminals.

Eventually, you will be given a choice: Flight to the UK and Ireland or Flights elsewhere.

You will go through UK immigration (as well as Irish immigration when you get to Ireland.) Why UK? Because of the CTA. For some passport holders, entering the UK also gives them leave to enter Ireland. (UK and Irish passport holders). They don't have to go through Irish immigration on flights between the UK and Ireland.

You will need an ETA but no visa is necessary.
