Is the UK still not giving VAT tax refunds, or has that changed? I just got Rick's 2023 London book and it seems to indicate that the UK has resumed giving VAT tax refunds again.

Only if you have the items sent directly out of the country by the seller, except Northern Ireland where some that you carry will be allowed.
The idea of turning up at the seaport or airport with goods you have bought and getting a refund no longer exists in Wales, Scotland or England.
That's what I thought. I was just confused by information in the guidebook.
Guidebooks are usually correct when written Brexit changed this.
Have you actually got next year's book this year?
I bought the 2023 book. I purchased it off of Amazon.
