Good question. It sounds like something Oscar Wilde would have written, but Google doesn't provide a reference.

I, at first, thought Noel Coward. But I checked, and it's not.

I think it's a Rick Steves' original.

Thank you for the thoughts, all. I imagine there's a great story behind that remark.

Next month I'm staying at in South Kensington at what appears to be RS's favorite hotel. I will ask if they know anything. I'm afraid I'm likely to hear "what happens in South Kensington, stays in South Kensington".
