I notice Sky Garden's missing from "sights" in Rick's latest book on London, as it is conspicuous by its absence on the book's handy tear-out map of things to see. Does that suggest skip it? Or just not a priority?

Although Fenchurch won the Carbuncle award for worst new building, we love it. We had a wonderful anniversary dinner in the restaurant last October!
A few years ago the free tickets had been given out for the day we decided to go, so we just showed up about 30 minutes before the free entrance time at night. The views from it are impressive. Afterwards we walked over to Leadenhall Market to see it when no other people were there.
If you’ve been to London a few times it’s a different place to visit, but it isn’t a priority.
We like to view a city from someplace "high" (I've climbed a lot of bell towers!) and last year we had lunch at their Darwin restaurant. Enjoyed both the food and the view.

If you're doing those two, the Sky Garden probably isn't worth the extra time it will take. But, as Claudia said, Rick Steves doesn't try to be comprehensive about what's worth seeing.
If you're going to climb to the Dome in St. Paul's, (our 2011 "high" viewpoint) you might want to take a short break in The Whispering Gallery before heading the rest of the way up. Sit on opposite sides of the gallery, talk to each other in a normal voice and you can hear each other speak. I think you need to be exactly opposite each other because as I understand it the sound travels over the top of the space. It's a fun way to take a little rest before finishing the climb to the top.
Oh, but it is on his map, isn’t it the Walkie Talkie building? It’s marked on his London pocket guide map.
