I'm getting ready to pre-book tickets to Westminster Abbey, the Tower of London, and the Churchill War Rooms. All offer discounts for those 65 and older. Do these fares apply only to UK residents?

No. Although the concession is a fairly small value.
I’ll mention that London Walks offers a senior (concession) of £2 which is a nice 20% discount off the normal £10 price.
My experience has been that most U.K. concessions begin at age 60, not 65.
In most places I’ve been to in Europe, but not all, concession prices are by age only. There are some places in Spain I came across that specified EU residents only, but even then, I was given the lower price. A few pounds or euros here and there adds up after a while.
The UK concession prices are not limited to UK residents.
For Westminster Abbey, consider adding the Jubilee Galleries (unless you have trouble with stairs).
