I've read several posts and articles but I'm still confused. For customs-Are packaged peanut butter crackers, packaged nuts and chocolate allowed into England? Regarding the security for the peanut butter crackers, should I pack them in suitcase rather than hand tote? Also, is it better to pack hand lotion, pepto-bismal, shampoo, toothpaste, sanitary hand wipes etc. in suitcase? Thanks.
In the US, you can bring liquids and gels in your carry on in containers no larger than 100ml/3.4 oz. They have to be in a separate quart size ziploc type bag.
All the food you mentioned is allowed in the UK. (More than likely you will just walk through customs anyway without being stopped.)
However, technically, the peanut butter in the crackers is classified as a "liquid" and can't be brought on board. Although doubtful they'll spot it.
If you are checking luggge, then it is a better idea to put all of those items in there rather than trying to carry it on. If you are not checking luggage, then it doesn't matter which bag you use as they both have to follow the same rules.
By the way, everything you mention--both food and toiletries--can be bought in England. And brands you know.
Take what you need on the flight in hand carry, and keep the rest in checked luggage.
The rules are for liquids, aerosols and gels, so technically tour peanut butter cracker filling is a gel. But as noted it's highly unlikely it will be a problem. Presumably also you'll have eaten them by the time you leave :)
And I would also recommend not bringing this is you can easily buy.

I have never, ever been stopped for search at UK Customs, and the food you're carrying is permitted.

I've never purchased packaged peanut butter crackers in which the peanut butter could remotely be categorized as "liquid." And so I can't imagine myself bringing them onboard and aircraft to consume. For me it's purely a golf-bag snack. However, I don't think these Lance (or whatever) snacks would trigger the liquids category.
The OP should be aware that crackers and peanut butter are both available for purchase in the UK; visit Waitrose, Tesco or Marks & Spencer. But I haven't seen prepackaged PB crackers outside the US.
All the liquid personal items the OP mentioned generally should be subject to the 3-1-1 rule in hand luggage, though one might get an exception for the Pepto if one can obtain a doctor's note. But putting them in checked luggage avoids the problem.
