Is the best choice a bus from Heathrow to Salisbury or to go into London Waterloo for the train? We are arriving at 12:20 pm at Terminal 2.

Bus to Woking, thence rail to Salisbury. This is the same train as you would get from Waterloo.

We took a bus directly from Salisbury to Heathrow in 2013, so you should be able to do the reverse. Sorry I can't remember more detail than that!

You can, but they are rather less frequent than the bus/ train.
