I have booked a B&B near Clifton Green in York, but since then ran into a person originally from the York area who says that area of York is very sketchy with young drunks and addicts. Anyone have any experience with this?
I think everything is relative and the York version of sketchy probably means 4 teenagers with a bottle of cider.

on a train from York to London unfortunately there was a group of lager louts who stood between cars the whole time and were yelling and singing and carousing. they got off at an intermediate stop, probably didn't even pay. I was expecting the worst but all we had to deal with was the singing and the stupid inside jokes.

Clifton Green is entirely fine. There is a fair amount of social housing just off this (Water Lane, but you would not be going that way into the centre) and that is why the area has a bad reputation amongst locals but if you are, as I imagine, staying on around the A19 then this will not affect you!
