Our Best of England tour in Spring 2020 was obviously canceled. British Airways still has our money. We are required to complete our travel with them by mid April 2022. How many B of E tour dates will be available which meet those criteria?
You should simply call the Rick Steves Tour Office and ask them. They are the only ones who can really address this question accurately.
I'm sorry that you didn't get your refund. Was this because you cancelled the flights? You may want to contact British Air and see if they are willing to be a little bit more flexible with you.
I hope everything works out.
There is still the possibility of a RS Tour of Scotland in October 2021 and our fingers are crossed! Like you, we also have credit with British Air and we need to contact them - hoping either for extended credit or a refund.

As long as the US stay on the Amber List, anyone arriving in the UK will have to quarantine for 10 days, and pay for two COVID tests.
RS is hoping to post EARLY 2022 tour dates by June 1st. If you haven't register for Rick's Monday night Zoom show I would register- I'm expecting him to comment tomorrow (5/24) on 2022 tours (and maybe late 2021 tours, if possible).
Look at the whole list of 2020 tour dates for your BofEngland tour. I print the tour I am considering with all the dates and prices and other pertinent information and save them in my computer. I had saved the previous tour dates for the Scandinavia tour and now I can predict when the tour will run this year. Rick tends to repeat from year to year. Who knows what kind of changes he will introduce for 2022 though.
"We are required to complete our travel with them by mid April 2022. How many B of E tour dates will be available which meet those criteria?"
Answer: None that currently appear on the schedule.
Earliest tour date for Best of England 2022 is beginning April 24 ending May 7.

When we went on this tour two years ago, our BOE tour began April 15, ended May 1.
Perhaps they will add more tour dates to the schedule as the April 24th date fills up.
I expect their tours will fill up fast because of pent-up demand, so you could communicate with the RS office and ask if they anticipate adding two more tours in April to accommodate demand.
It would be ideal if they added a tour from April 1 to April 14, 2022, and you would need to jump on that if they did and sign up.
I think it is likely they will add an April 15 to May 1 tour, but that does not help you if you must complete travel by mid-April.
Best of London has a tour in Feb. 2022.

I know it's not exactly what you asked about, but this may fit your time frame.
Happy news! I've just learned that British Airways vouchers are now valid for travel until 30 April 2023.

However British Airways only books flights a year in advance. So we'll need to wait patiently until Autumn 2021 to book our flights for an RS Tour in October 2022.

You can still use your flight - most people visiting the U.K. don’t go on tours!
If you've read any of Rick's recent interviews, he is in no hurry at all to start up again. He doesn't want to go back until he's convinced that things are the way he remembers and prefers them. Plus he needs to staff up, logistics, etc.

Here is the list of tours ( just click the Dates & Prices)
You don't need to wait for the tour - it is very easy to 'go it alone' visiting the places on the tour (plus a few more too!)
GZ I see that you haven't posted since your OP here on the 23rd of May. Are you still around? What did you decide to do?
