For afternoon tea: Betty’s Cafe Tea Rooms
Valentinos is a nice Italian place we enjoyed on a weekday evening with no reservations in March, which we liked quite a bit. The area is nice too because being just outside the city walls near Micklegate Bar it is less crowded than many of the areas closer to the Minster and The Shambles. If you're looking for a traditional pub or something in a more central location, we liked The Old White Swan. I'm sure others more familiar with the city can provide more informed suggestions but we loved our meals at both when we visited in March.

We like Rustique which is on Castlegate. It is as the name suggests French. Julie says The Blue Barbakan (Polish) on Fossgate is very good too. Advance booking at both advised.
We also called in on spec at The Guy Fawkes Hotel and thought the meal was unexpectedly good, although it was a couple of years back now.
