CDW insurance appears to aimed at covering damage to your rental car. How do I buy liability coverage for damage I might cause to another car or individual?

Liability is generally required by law and included in the base price. Check the terms and conditions with the company that you rent from.

I have the same question. When I read up on this, it all seems to point to damage waivers on the car I rent, but it's not clear to me whether there is any liability coverage in an accident. Would love to know for sure, and not assume that it's probably provided.

check your personal auto insurance and umbrella as well; ours covers us on rental cars abroad.

As has been said liability is a legal requirement and will come with the insurance deal.
