There was some discussion a couple of months ago about contact details for specific premier inns.
A few weeks ago I stayed at a Glasgow PI and next weekend at Aberdeen airport.
Both times I have had an email a week before giving a direct line phone number, a site specific e mail address and a separate e mail address for any accessibility enquiries. That latter address is one for all PI's.
At least at Aberdeen there is also the option of early check in from 11am for an extra £10. I don't think that was offered in Glasgow.
Premier Inns are nearly all managed independently within a company framework - so it is down to the manager as to what they offer

All Premier Inns are company owned. They do not offer franchises.
Early check in is "technically" available at all PI's but if it was busy the night before and they are short of housekeepers, they may not make it available.

But do they allow you to at least drop off your luggage and return to check into the room after 3:00?

As Franks said, they usually will do that. I got to the PI in Edinburgh at York Place around 9 am. Check in (even early check in ) was unavailable but I was able to find an employee in the restaurant there who stored my luggage in their locked storage facility until 3 pm.
I wouldn't even think of dropping off my luggage beforehand, or leaving it there for collection later in the day.
Like I did today, I left my B and B in Dumfries before 9am, but was due to catch a train from the adjacent station after an 80 mile journey each way in the wrong direction to home at 5pm. But I took my luggage with me (what you would call a carry on). Partly to cover for any issue that may have arisen (like a road closure causing me to never get back to my start point and being forced to divert in a different direction to Stranraer or Girvan) and partly in case I ran out of time, or even had a health emergency.
In reality, with a walk up a cliff face to do it maybe wasn't the smartest choice of destination with luggage. Perhaps the 2nd choice (which was a 10 to 15 minute flat walk each way from the drop off point) would have been the better choice.
As it was I missed my train due to roadworks so ended up with a full hour in hand having seen the tail lights of my 5pm train vanish into the distance.
Also, frankly I'm not going to place my trust in people I don't know not to go thieving my possessions.
But I've done that with a hold sized bag before in all sorts of places- lugged it around all day.
I've left luggage at hotels all over the world. Just think how bad the publicity would be, with the internet, if people started reporting losses from luggage while hotels are holding their bags. It would kill that hotel's business because no one would trust the safety of their stuff in their rooms.
In some cases, but not at PI's, the luggage is moved to my room when the room is ready. Even if I'm out.
I stayed at the Premier Inn County Hall in London earlier this month with my daughters. They stored our bags, but wouldn't allow anyone to check in before 3pm, and by that time there was a pretty big crowd of people waiting to check in. I don't know if this is the norm or if they sometimes let people check in earlier, but we arrived at about 7:30AM, so it would have been nice if we could have checked in a bit early.
Reception staffing is not Premier Inn's strong suit. I have the impression it has gotten worse with Brexit.
